Priorities Outcomes
Increase the number, quality and types of homes available
  • Work in partnership with Developers and Housing Associations to deliver Colchester’s Local Plan and ensure 30% of all new homes on qualifying sites are affordable
  • Review the Local Plan to ensure there are enough suitable sites in sustainable locations for new homes of different sizes and types, meeting various housing needs. Publish the Local Plan Preferred Options in February 2025 and submit the Plan for examination in October 2025
  • Maximise the benefits from Developer (S106 and or CIL) contributions so new developments are supported by the right infrastructure, based on results from an Infrastructure Audit to be completed by March 2025
  • Keep working towards the goal of delivering 380 new affordable homes as set out in the Strategic Plan target for 2023-2026
  • Support the examination and adoption of the Tendring and Colchester Borders Garden Community DPD to ensure future development is plan led
  • Work with partners, such as North Essex Councils and the North Essex Health and Well Being Alliance to implement actions from the North Essex Housing Summit 2024 to increase quality affordable housing
  • Regulate standards and conditions in the private and social rented sector and work with partners to reduce the number of people in poor quality accommodation
Prevent or assist those facing homelessness
  • Work with partners to deliver the priorities in Colchester’s Homelessness and Rough Sleeping Strategy 2020 –25, including exploring ways to tackle homelessness with the University of Essex under the Civic University Agreement
Increase affordable housing using buildings or land the council own
  • Continue delivering the New Council Housing Programme and building to Future Homes 2025 standards
Use our resources effectively for existing and future tenant
  • Review the Council’s Housing Revenue Account and create a viable business plan and strategy for the future. Develop cost-effective and affordable priorities for investment, and ensure the best operating model for managing housing stock and tenants
