The Local Plan

We are responsible for producing a Local Plan which guides future growth and development in the Borough.

We have produced a set of adopted Development Plan Documents (DPD) that we refer to as our adopted Local Plan, which guides future growth and development in the Borough up to 2021.

The DPD comprise of:

  • Core Strategy (adopted 2008, amended 2014)
  • Site Allocations DPD (adopted 2010)
  • Development Policies DPD (adopted 2010, amended 2014)
  • Proposals Maps (adopted 2010)
  • Tiptree Jam Factory DPD (adopted 2013)
  • Adopted Neighbourhood Plans

The policies in the Core Strategy are a material consideration when determining planning applications and future development across the Borough of Colchester.

Tiptree Jam Factory DPD

The Tiptree Jam Factory Plan focuses on the redevelopment of the Wilkin & Sons Jam Factory and future residential development on land adjacent.

The Local Plan Focused Review

The Local Plan Focused Review, incorporating the Inspector's Schedule of Main Modifications, was adopted by us on 16 July 2014.

The main change to the Focused Review document was the removal of all the employment and centres/retail policies.

The existing employment and centres policies are unchanged, and remain as they exist in the Core Strategy and Development Policies DPD.

We will continue to use the adopted Centres and Employment policies in the determination of planning applications.

Adopted Neighbourhood Plans

The National Planning Policy Framework (NPPF) and Localism Act 2011 gives local communities the ability to prepare Neighbourhood Plans. Neighbourhood Plans must meet certain basic conditions and other legal requirements before they come into force. These are tested through an independent examination before the neighbourhood plan proceeds to referendum. Section 38A(4) of the Planning and Compulsory Purchase Act 2004 (as amended) requires that the local planning authority must make a neighbourhood development plan if in the referendum more than half of those voting voted in favour of the plan.

Once adopted the Neighbourhood Plan becomes part of the development plan. Colchester Borough Council has adopted neighbourhood plans for Boxted, Myland & Braiswick, Wivenhoe, West Bergholt and Eight Ash Green.
