Colchester confirms support for five unitary council proposal

Colchester City Council has confirmed its continued support for the “Proposal for Growth: Five New Unitary Councils for Essex” following an Extraordinary Full Council debate held on Wednesday 17 September. 

 

The decision, made by the Leader of the Council, Cllr David King, reflects the outcome of a constructive and wide-ranging discussion among councillors, who considered four potential proposals for Local Government Reorganisation (LGR) in Essex. The preferred five-unitary model, already endorsed by Colchester’s Cabinet and supported in principle across party lines, was reaffirmed as the most viable and community-focused option. 

 

The proposal would see Colchester join with its closest neighbours, Braintree and Tendring, to form a new unitary authority, taking on responsibilities currently delivered by Essex County Council. This model places strong emphasis on local identity, community voice, and place-based decision-making. 

 

Cllr David King, Leader of Colchester City Council, said: “This is a significant moment for Colchester and for Essex. While we did not seek reorganisation, we have engaged constructively throughout, recognising the potential benefits for our communities. Not least more effective ways of delivering social care. The five-unitary model offers a financially sustainable path forward that puts people and place at the heart of decision-making. I have listened carefully to the views expressed by councillors and welcome their support for this proposal as the best of the choices available for Colchester. We will do all we can to make a success of this or any other way ahead. 

 

The Council remains committed to ensuring that residents’ voices are central to the process. Ongoing engagement with the Council’s Resident Panel and Youth Resident Panel continues to shape Colchester’s approach, ensuring that local priorities are reflected in future governance arrangements. 

 

All four proposals will be submitted to Government on Friday 26 September. A public consultation by Government is expected later this year, with final decisions anticipated in early 2026. For more information and to view the proposals, visit the Essex LGR Hub.
