It seeks views on the updated guidance for householders and new guidance for local authorities on meeting and enforcing the duty of care for waste. DEFRA had previously consulted on introducing a Fixed Penalty Notice for breaches of the household waste duty of care. If a final decision is taken to introduce the Fixed Penalty Notice, this updated guidance will be provided for households and local authorities.
