Energy Efficiency Home Improvement Grants privacy notice

This Privacy Notice should be read in conjunction with Colchester City Council's Privacy Policy.

This Privacy Notice provides information on how we manage home improvement grants within Colchester. Below you will find separate privacy notices for each project.

Green Homes Grant Local Authority Delivery Scheme – Phases 2 and 3

Information collected – Phase 2 ends 30/9/2022

  • Income details and/or proof of benefits

This information will be collected by our Managing Agent, who will be managing customer sign up to the scheme. They will share this information with us. This is so we can evaluate the performance of our Managing agent, ensuring they are delivering the scheme to expected standards.

Agencies we might share your information with:

For the delivery of this scheme, we have to share your property address with the Department for Energy, Sustainability and Net Zero (DESNZ). This is so that they can update relevant energy efficiency performance certificates of properties on national government website.

DESNZ would also like to do research and evaluation of the scheme, and for this they would need your name and contact details (email or phone number). However, we will not share this with them unless you consent to us sharing this and are happy for them to follow up with you on the purpose of evaluating the scheme.

We will not share any other personal details with them (income and/or benefits information, date of birth).

We may also share your name and address with:

  • Interested parties – Managing Agent of the project, Installers who would do complete installations as part of the scheme.
  • Other internal Council services – Environmental Protection Team, Community Enabling, Council Tax, Planning. This will help with showing where we have been successful at advertising the scheme and where further promotion may be required.

The purpose and lawful basis for processing

The lawful basis for the processing of your personal data is public task. In order to process your application to the Green Homes Grant Local Authority delivery scheme we are required to collect the above information. This is to check your eligibility for the scheme.

We only collect the minimum amount required and ensure that it is stored securely.

Length of time we keep your information

We will retain your personal data for 1 year after the delivery phase has completed. After the year this data will then be destroyed.

Phase 2 ended 30/9/2022. Your data will be destroyed 1 year after the delivery phase has completed.  

Phase 3 ended 04/03/2024. Your data will be destroyed 1 year after the delivery phase has completed. 

ECO4 Flex and Great British Insulation Scheme (GBIS)

Information collected:

  • Name(s) of applicant and all members of household/property where the retrofit measures are being applied for
  • Address of property
  • Email address
  • Telephone contact details
  • Name of authorised person(s) and referrer name and address, where appropriate
  • Income details and/or proof of benefits

This information will be collected by our Managing Agent and Installers who would complete installations as part of the scheme, who will be managing customer sign up to the scheme. They will share this information with us. This is so we can evaluate the performance, ensuring they are delivering the scheme to expected standards.

Agencies we might share your information with:

  • Land Registry
  • Ofgem
  • Department for Energy, Sustainability and Net Zero (DESNZ)
  • Our Managing Agent

For the delivery of this scheme, we have to share your property address with Ofgem, the Office for Gas and Electricity Markets. This is so that they can update relevant energy efficiency performance certificates of properties on national government websites.

Ofgem would also like to do research and evaluation of the scheme, and for this they would need your name and contact details (email or phone number). However, we will not share this with them unless you consent to us sharing this and are happy for them to follow up with you on the purpose of evaluating the scheme.

We will not share any other personal details with them (income and/or benefits information, date of birth) unless OFGEM require to audit Suppliers and Local Authorities will need to collect sufficient evidence from all ECO4 Flex measures to ensure that they meet the eligibility and compliance requirements of the scheme. 

Ofgem intends that audits will be a random sample but may need to include specific Local Authorities where they have been made aware that the Local Authority have not been following guidance. If a Local Authority is being investigated having failed an audit, measures will be rejected during this time.

We may also share your name and address with:

  • Interested parties – managing agent of the project.
  • Other internal council services – Environmental Protection Team, Community Enabling, Council Tax, Planning. This will help with showing where we have been successful at advertising the scheme and where further promotion may be required.

The lawful basis for the processing of your personal data is consent. In order to process your application to the ECO4 Flex and GBIS delivery scheme, we are required to collect the above information.

This is to check your eligibility for the scheme. We only collect the minimum amount required and ensure that it is stored securely.

When we collect your ‘special categories of personal data’, (such as health) we rely on the following legal bases under GDPR Article 9(2):

Length of time we keep your information

We will retain your personal data for the duration of the scheme, and will then delete 3 years after that. We do not store rejected applications. After this time the data will then be destroyed.

Home Upgrade Grant (HUG2) Scheme 

HUG2 is supported by Section 31 grant funding to CPCA from the Secretary of State for the Department for Energy Security & Net Zero (DESNZ) in accordance with the Memorandum of Understanding (MOU). The primary purpose of HUG2 is to raise the energy efficiency rating of low income and low Energy Performance Certificate (EPC) rated households.

  • National Insurance number 

Income details and/or proof of benefits 

Household income status, benefit receipt status, home ownership or tenure status and any other scheme eligibility information.

Agencies we might share your information with 

Your personal data will be shared with:  

• DESNZ and its delivery partners/agents for delivery, administration, audit and evaluation of the Scheme, statistical, research and fraud prevention purposes. 
• Ofgem and other organisations administering other central and local government schemes that support energy efficiency or low-carbon heating measures. This is to prevent the duplication of support or other breach of scheme rules. 

The purpose and lawful basis for processing 

The legal basis for processing your personal data is:

Public task, processing is necessary for the performance of a task carried out in the public interest. The specific public task is the delivery, administration, audit and evaluation of the scheme, as well as statistical, research and fraud prevention purposes relating to the scheme.

HUG2 is a government funded scheme aiming to improve the energy performance of off gas grid homes in England rated at EPC Band D, E, F or G. The government funding is provided to local authorities who set up arrangements for consumer engagement and the delivery of installations in homes.  

Length of time we keep your information 

We will retain your personal data for 1 year after the application has been approved or rejected. After the year this data will then be destroyed.

We have procedures and processes in place to ensure that your personal information is managed appropriately.

Your information may be held outside of the UK. Where this is the case, we ensure that additional measures are in place to protect your data and to ensure that we continue to comply with data protection requirements.

We will continually review and update this privacy notice to reflect changes in our processes and procedures, as well as to comply with changes in the law.

When such changes occur, we will revise the "last updated" date at the bottom of this notice.
