Colchester City Council (Off-Street Parking Places) Order 2026


Statement of Reasons

The Northern Gateway Leisure Park Multi Storey car park (Area A), Northern Gateway Leisure Park Surface car park (Area B), Northern Gateway Leisure Park Hotel car park (Area C), and Mill Lane, Dedham car park are situated in the City of Colchester administrative area. Through an Inter Authority Agreement, the daily operation of the car parks is managed by Colchester City Council via the North Essex Parking Partnership, and the car parks will be included in the Colchester City Council Off-Street Parking Places Order.

A new Off-Street parking Order is proposed for the following reasons:

a) To introduce the Northern Gateway Leisure Park Multi Storey car park, named Area A within the order. A tariff structure would be introduced as follows:

Staff parking tariffs will be available and free validated stays available for patrons of adjacent leisure units.

b) To introduce the Northern Gateway Leisure Park Surface car park, named area B within the Order. This car park will offer 60 minutes limited wait parking, no return within 2 hours.

A free of charge stay must be activated using the MiPermit cashless parking system or validated via a tablet device within adjacent leisure units.

c) To introduce the Northern Gateway Leisure Park Hotel car park, named Area C within the order. This car park will be free of charge for Travelodge patrons only.

A free of charge stay must be activated within the adjacent hotel.

d) To introduce a tariff into Mill Lane car park (Coach Park). The proposed tariff is as follows:

f) Technical changes are being proposed to the order to remove an overnight camping ban from Mill Lane, Dedham car park and to introduce a campervan/ caravan overnight parking charge and daytime parking charges. It is also intended to allow food vending in Mill Lane Coach Park only.
