Colchester City Council (Off-Street Parking Places) Order 2025


Statement of Reasons

Proposed Off-Street Parking Order – Wivenhoe Car Parks

Cooks Yard A and B car parks and the High Street car park in Wivenhoe are owned by Wivenhoe Town Council. Through an Inter Authority Agreement, the daily operation of the car park is managed by Colchester City Council via the North Essex Parking Partnership, and the three car parks are included in the Colchester City Council Off-Street Parking Places Order.

A new Off-Street Parking Order is proposed for the following reasons:

a) Tariffs

To introduce a tariff structure into the High Street car park and amend the tariffs in the Cooks Yard A and B car parks. The proposed tariff structure is as follows:

Day Charge (8am to 6pm – All Days)
Stay Period Tariff
Up to 30 minutes Free of charge*
Up to 2 hours £2.00
Up to 4 hours £4.00
Evening Charge (6pm to 8am – All Days)
Stay Period Tariff
Evening Charge £2.00

* A free of charge stay must be obtained prior to leaving the car park using the MiPermit cashless parking system.

b) Resident permits

To introduce a resident permit for properties with a Wivenhoe address. The permit will allow 4 hours free of charge parking. All permits will be on the MiPermit cashless parking system. Residents will need to register prior to use and then book a 4-hour free of charge stay when parking in the car parks. This is to allow Wivenhoe residents the opportunity to continue to park in the High Street car park free of charge.

c) Business permits

To increase the price of a business permit for the car parks from £100 to £200 (12-month permit).

d) Payment methods

To remove coin payment as an option in the Cooks Yard A and B car parks. All payments in the Cooks Yard A and B car parks and the High Street car park will be by the MiPermit cashless parking system only and the pay and display machines in Cooks Yard A and B car parks will be removed.

The use of coins in the Cooks Yard car parks is comparatively low and there are costs associated with maintaining and repairing the now old pay and display machines that are in place at the Cooks Yard car parks. The MiPermit system is already available in the Cooks Yard car parks.

The MiPermit system is already used for on-street residential permits in Wivenhoe and throughout the Colchester City Council area generally. Any motorists who are experiencing issues using the MiPermit system can contact MiPermit for advice and help via the MiPermit website or telephone line.

e) Technical changes

Technical changes are being proposed to the order to clarify the payment methods available in the Wivenhoe car parks, to update the tariffs in car parks across the Order following Notices of Variation made since the previous Off-Street Order was sealed, and to update the Articles, Interpretation and Definitions in the Order to define resident and business permits.
