Notice of Intention

Colchester City Council (Off-Street Parking Places) Order 2025 - A

A NOTICE IS HEREBY GIVEN THAT the Colchester City Council intends, under powers contained in the Road Traffic Regulation Act 1984, to make the Colchester City Council (Off-Street Parking Places) Order 2025 - A which provides as follows:

1. Replacement of previous order

  • The Colchester City Council (Off-Street Parking Places) Order 2025 - A (“the Order”) replaces the Colchester City Council (Off-Street Parking Places) Order 2023 – A (“the Original Order”).
  • The Original Order is to be revoked.

2. Parking places covered by the Order

Colchester: Sheepen Road Lorry and Coach Park, Rowan House car park, Vineyard Street, Priory Street, Britannia, Town Hall car park, Osborne Street permit surface car park, Napier Road North, Napier Road South, St. John's, St. Mary’s multi storey, St Marys Surface, Prettygate Road, St. Christopher Road, Butt Road, The Recreation Ground car park at Port Lane, Leisure World, Northern Gateway Sportspark, St. Julian Grove, Alexandra Terrace, Walsingham Road, Bergholt Road, Three Crowns Road, Sanderson Mews, West Stockwell, Stockwell, Maidenburgh Street, Atlee Gardens, Ken Cooke Court Area A & Area B resident parking areas.

Myland: High Woods Country Park.

Great Horkesley: Ramparts Close.

Lexden: London Road car park.

Dedham: Mill Lane car and lorry park & Mill Pond car park.

West Mersea: Victoria Esplanade, Willoughby Park, Seaview Avenue, Coast Road, The Town Hard surface area & High Street car parks.

Wivenhoe: Cooks Yard A car park, Cooks Yard B car park and High Street car park.

3. General effect of the Order

a) Tariffs

To introduce a tariff structure into the Wivenhoe High Street car park and amend the tariffs in the Cooks Yard A and B car parks. The proposed tariff structure is as follows:

Stay Period Tariff
Up to 30 minutes Free of charge*
Up to 2 hours £2.00
Up to 4 hours £4.00
Evening Charge (6pm to 8am – All Days)
Stay Period Tariff
Evening Charge £2.00

* A free of charge stay must be obtained prior to leaving the car park using the MiPermit cashless parking system.

b) Resident permits

  • To introduce a resident permit for properties with a Wivenhoe address.
  • The permit will allow 4 hours free of charge parking.
  • All permits will be on the MiPermit cashless parking system.
  • Residents will need to register prior to use and then book a 4 hour free of charge stay when parking in the car parks.

c) Business permits

To increase the price of a business permit for the car parks from £100 to £200 (12 month permit).

d) Payment methods

To remove coin payment as an option in the Cooks Yard A and B car parks. All payments in the Cooks Yard A and B car parks and the High Street car park will be by the MiPermit cashless parking system only.

e) Technical changes

Technical changes are being proposed to the order to clarify the payment methods available in the Wivenhoe car parks, to update the tariffs in car parks across the Order following Notices of Variation made since the previous Off-Street Order was sealed, and to update the Articles from the Order to define resident and business permits.

4. Commencement

It is intended that the Order shall come into operation on Monday 6th October 2025.

5. Viewing documents

A copy of the Order and relevant documents including a statement of reasons for making the Order can be viewed on the Colchester City Council website www.colchester.gov.uk or at Colchester Town Hall, High Street, Colchester, CO1 1PJ between 9am and 5pm Monday to Friday.

6. Objections or representations

Any person wishing to make objections or representations in respect of the Order or any provision contained therein, must do so in writing, or by email, and be received by 5.00 pm on Friday 19th September 2025, and specify the grounds on which they are made.
