Colchester City Council (Off-Street Parking Places) Order 2023 – A
NOTICE IS HEREBY GIVEN THAT the Colchester City Council intends under powers contained in the Road Traffic Regulation Act 1984 to make the Colchester City Council (Off-Street Parking Places) Order 2023-A which provides as follows:
1- The Colchester City Council (Off-Street Parking Places) Order 2023 - A (“the Order”) replaces the Colchester Borough (Off-Street Parking Places) Order 2021 – A (“the Original Order”).
2 -The Original Order is to be revoked.
3- The Order relates to the following Parking Places: Colchester:
Sheepen Road Lorry and Coach Park, Rowan House car park, Vineyard Street, Priory Street, Britannia, Town Hall car park, Osborne Street permit surface car park, Napier Road North, Napier Road South, St. John's, St. Mary’s multi storey, St Marys Surface, Prettygate Road, St. Christopher Road, Butt Road, Old Heath Road, The Recreation Ground car park at Port Lane, Leisure World, Northern Gateway Sportspark, St. Julian Grove, Alexandra Terrace, Walsingham Road, Bergholt Road, Three Crowns Road, Sanderson Mews, West Stockwell, Stockwell, Maidenburgh Street, Atlee Gardens, Ken Cooke Court Area A & Area B resident parking areas. Myland: High Woods Country Park. Great Horkesley: Ramparts Close, Lexden: London Road car park. Dedham: Mill Lane car and lorry park & Mill Pond car park. West Mersea: Victoria Esplanade, Willoughby Park, Seaview Avenue, Coast Road, The Town Hard surface area & High Street car parks. Wivenhoe: Cooks Yard A car park, Cooks Yard B car park and High Street car park.
4 - The general effect of the Order is as follows:
a) To confirm the use of Osborne Street surface car park as a permit parking car park at any time. Permits, where available, will be charged at £750 per year. A permit will allow parking in specified bays only. This does not affect licences that come with building tenancies.
b) Technical changes to the order to clarify the payment methods available in car parks and to update the tariffs following the changes made in Notices of Variation since the previous Off-Street Order.
c) Changes to the Interpretation and Definitions to definitions for introduce electric vehicles, electric vehicle charging place, electric vehicle charging point and electric vehicle car clubs into the Order.
d) New Schedules 7, 8, 9 and 10 are being introduced to the Order. This is to separate car parks by area and so make the Order easier to understand. Previously most public car parks have been listed in Schedule 1. Schedule 10 adds Convenience Fee charges to the Order. This concerns the convenience fee that customers will have when using the MiPermit Cashless Parking System.
e) The charging times in Victoria Esplanade and Willoughby car park are altered to match the advertised opening and closing times of those car parks of 8am to 8pm.
A copy of the Order and relevant documents including a statement of reasons for making the Order can be viewed on the Colchester City Council website www.colchester.gov.uk or at Colchester Town Hall, High Street, Colchester, CO1 1PJ between 9am and 5pm Monday to Friday.
Any person wishing to make objections or representations in respect of the Order or any provision contained therein, must do so in writing, or by email, and be received by 5.00 pm on 14 July 2023, and specify the grounds on which they are made.
