1. What is the main purpose of the policies?

To enable a framework for the processing, consideration of TRO applications and final implementation of any approved schemes.

2. What main areas or activities does the policies cover?

The North Essex Parking Partnership (NEPP) is mostly affected due to the processing of applications and process thereafter, especially 
the operation of the TRO function but also affects the Operational service in terms of the enforcement of any resulting approved schemes and Business Unit for Notice Processing.

3. Are there changes to an existing policy being considered in this assessment?

No. A new TRO policy has already been agreed by the Joint Committee at a committee meeting in December 2022.

4. Who are the main audience, users or customers who will be affected by the policy?

  • NEPP
  • Stakeholders with an interest in traffic management (residents, businesses, Councillors, etc) which are variable according to location-specific interests

5. What outcomes does the Council want to achieve from the policy?

A clear procedure for the consideration of applications and general application of the statutory TRO process.

8. The ‘general duty’

The ‘general duty’ states that we must have “due regard” to the need to:
  1. eliminate unlawful discrimination, harassment and victimisation
  2. advance equality of opportunity between people who share a ‘protected characteristic2’ and those who do not3
  3. foster good relations between people who share a protected characteristic and those who do not4
  • Due regard to the consideration of parking accessibility requirements for those with disabilities, however provision of blue badge parking is considered more generally by Essex County Council.
  • This policy has no impact on this criteria
  • Ensuring key stakeholders are identified early in the process and consulted with, as required under the statutory requirements in 
    the Traffic Management Act 2004.
