1. What is the main purpose of the policies?

To provide structure to the supply of No Stopping cones and outlining the fees and charges that apply for this service

2. What main areas or activities does the policies cover?

The North Essex Parking Partnership (NEPP) Technical and Business Units are affected due to the processing of applications and process for supply cones thereafter. This will affect customers applying for the service – of which is currently provided free of charge prior to agreement of the new policy.

3. Are there changes to an existing policy being considered in this assessment?

Yes – the existing policy has been reviewed and will be replaced by this new one. The key changes are around the application of fees and charges for what is a discretionary service offered by NEPP but there is an overall refinement in wording used in the policy.

4. Who are the main audience, users or customers who will be affected by the policy?

  • NEPP
  • Stakeholders with an interest in traffic management (residents, businesses, Councillors, etc) which are variable according to location-specific interests

5. What outcomes does the Council want to achieve from the policy?

A clear procedure for the consideration of applications for the loaning of cones and introduction of charging for the service.

None gathered. This is a discretionary service and there will be little impact aside from the likelihood that the number of applications may reduce. There are some additional administration requirements to apply the policy to be covered by the fees for the service.
