The HRA Business Plan sets out Council’s plans for the delivery of services to tenants and leaseholders over the next 30 years and sets out how services will be delivered, properties are well maintained and are safe places to live in and new homes delivered to meet housing need.

The plan also links to the Councils Housing and Asset Management Strategies and the Housing Needs Assessment as well as contributing to the Councils Strategic Plan.

The HRA Business Plan demonstrates how Colchester Borough Council with Colchester Borough Homes will maintain our existing homes to the Colchester Standard to ensure that properties are well maintained and are well insulated and have efficient heating.

This approach will also make a contribution towards climate change reduction towards meeting central government targets for achieving net zero carbon reduction by 2050.

The plan includes information on the condition of our homes and the anticipated levels of day to day and longer-term expenditure between 2022 to 2027 and projected expenditure for the life of the plan, which is reviewed on a yearly basis by Cabinet.

Both the Council and Colchester Borough Homes are also working closely together to increase the numbers of affordable housing to meet current and future housing needs and has embarked on building new homes and acquiring properties to increase the housing supply.
