ECO Flexible Eligibility Scheme

The Energy Company Obligation (ECO) requires large energy companies to help improve the energy efficiency of domestic homes by discounting the cost of improvement works. This applies to certain households who are struggling to pay their energy bills and are defined as being in fuel poverty. The Government has now given Local Authorities the ability to identify vulnerable households in their areas which could benefit from these improvements. The new scheme is called ECO Flexible Eligibility.

Colchester Borough Council has published criteria, in a Statement of Intent, enabling us to identify households that would benefit from such improvements under ECO flex. Improvements are often fully funded where the household meets particular criteria and is at risk of fuel poverty. 

We are working with Aran Services Ltd and NCS Property Maintenance to deliver improvements under this scheme. Please read the Statement of Intent to view the criteria, if you feel you are eligible then please email Arran services at or NCS Property Maintenance at who will assess your needs and eligibility.

Colchester Borough Council's Warm Homes Project provides:

  • A referral mechanism for private sector home owners and tenants to local approved partner providers and installers of energy saving improvements.
  • An emergency temporary heating provision for private sector home owners and tenants

Warm Homes Partnership

Colchester Borough Council's Warm Homes Project is working in partnership with local home energy improvement professionals to support local residents who are looking to save energy and keep warm in their homes. ​

Each of our partners are able to provide information and advice about energy saving home improvements. They can also arrange appointments to provide you with a free* no obligation home energy assessment. *subject to eligibility.

How to be referred

Our table below gives you an overview of our partners and the energy saving improvements that they can offer. You can be connected with one or more of our partners in three quick and easy steps:

1. Looking at the ticks in the grid below, find out which partner(s) provide the home energy improvement measure(s) you are looking for

2. You can click on the partners' names to be transferred to their own website for more information about the services they offer 

3. Once you have made your decision, simply click 'Refer Me' for each partner you wish to be referred to and you'll be able to email your request

When your email is submitted, you will hear back from your chosen partner(s) within 5 working days with a response to your enquiry. Please ensure to provide your contact name and telephone number

Colchester Borough Council is committed to protecting your privacy when you use Council services. The details you provide us will be shared with the Warm Homes Project and the third party company you have selected to be referred to for the sole purpose of advice and/or the installation of energy saving improvements to your home. We will not share your data with anyone else. Where surveys and installations are completed third parties will hold your data on their secure servers for a period of 6 years.

Emergency Heater Scheme

The Emergency Heating Scheme is offered by Colchester Borough Council's Warm Homes Project with the aim to provide temporary emergency heaters when there is a need and if no alternative arrangement can be made.

To be eligible for this scheme you must be a Colchester Borough private home owner or tenant* in need of emergency heating and must be in the process of making arrangements to resolve your home heating situation.
