Levelling Up Fund: Pro Forma 5 Statement of Compliance for Local Authorities Delegating Funds (UK)

If the applicant is a local authority and they are intending to grant Levelling Up Fund (LUF) monies to a third party/third parties,they must provide evidence that the process they will follow is compliant.

All funding administered by a local authority must take account of subsidy control obligations, this applies to any onward award of LUF monies to third party organisations. Where the department is delegating this responsibility to local authorities the department must be satisfied that the local authorities will award compliantly. Local authorities are required to demonstrate (via this pro forma) that they will deliver the funds compliantly. In this instance the authority’s Chief Finance Officer must sign this pro forma of compliance verifying compliant delivery. This is an eligibility requirement and if it is not met the bid will not proceed to assessment.

This pro forma should be completed by all authorities looking to delegate funds to third party organisations.

Copy the pro forma into a blank editable document.The applicant should fill in the blank sections and this pro forma must be signed by the Chief Finance Officer. The applicant must upload this to the online portal, with the application, by the submission date. This must not be submitted in any other way.
