Disproportionate burden assessment for the Wellbeing Public Health and Communities Business Plan

Scope

This information is provided to external and internal applicants of Colchester City Council's Public Health Funding for 2025-2026. The Wellbeing Public Health and Communities Business Plan is included to support applicants in ensuring the project submitted attempts to achieve the outcomes for Public Health set out by Essex County Council.

It is recommended all applicants are aware of the priority areas outlined on page 11 of the document. Hence the need for this to be included as part of the application reading information.

Benefits of creating an accessible version

The benefits of creating a HTML version of this PDF would be:

  • A fully accessible version for all users to access
  • An easily searchable and indexable version

Burden placed on the organisation

This asset is not owned by Colchester City Council. It is provided by Essex County Council, therefore it would require support from ECC digital and communications colleagues to create additional versions of this PDF.

We have estimated that it would take a disproportionate amount of a content designer’s time to create an HTML version of this PDF and we are not authorised to conduct this process.

Contributing factors

An accessible version has been requested to the ECC Public Health team, as soon as this is provided the webpage can be updated to reflect this.

Due to the time frame of the new plan (PDF) being provided and the planned launch of the funding (Monday 30 June at 9am) we have been unable to obtain a HTML or other versions from ECC at this stage.

In the meantime, I am happy to support anyone who requires it to request other versions from ECC.

Assessment

I believe this content could be made into a HTML, however as it is not a CCC digital asset, I don't believe we have the authority or should burden the time/cost to edit or amend this PDF into other formats. Additional options have been requested.
