The document is extensive and will take considerable time to convert. There are a number of tables and charts in the report which would be difficult to convert to an accessible version placing a disproportionate burden on the organisation.

Having considered the estimated effort involved in creating a HTML version, this document will be placed on the website as a PDF. However, officers will continue to investigate the possability of converting to a webpage as resource allows.
