Scope

Publication of this document is requested by the Government Appointed Planning Inspector, who is currently examining the Section 2 Colchester Local Plan in accordance with the Town and Country Planning (Local Planning)(England) Regulations 2012.

Benefits of creating an accessible version

The benefits of creating an HTML version of this PDF would be:

  • A fully accessible version for all users to access
  • An easily searchable and indexable version

Burden placed on the organisation  

It would take a disproportionate amount of a content designer's time to create an HTML version of this PDF.

Contributing factors

Other factors relevant to this decision are:

  • The Council has a large proportion of this information available in a HTML version via the Consultation Portal, however the Planning Inspector has requested this to also be available with additional information in a different format for his use which he has also requested be publicly available.
  • Due to the nature of the content, there was a need to publish the document quickly.

Assessment

Having considered the estimated effort involved in creating an accessible version, along with the low estimated demand, we have concluded that the work involved would be a poor use of staff time. This represents a disproportionate burden on the organisation.
