Disproportionate burden assessment for the Colchester Local Plan 2017-2033: Section 2 Plan

Scope

Colchester Council, by decision at the meeting of Full Council on Monday 04 July 2022, has formally adopted the Colchester Local Plan 2017-2033: Section 2 Plan.

The Town and Country Planning (Local Planning) (England) Regulations 2012 require that the local planning authority must make available the Local Plan, the adoption statement and the sustainability appraisal reports.

The Town and Country Planning Regulations state that 'availability of documents' includes copies of the documents being made available on the Council's website.

Benefits of creating an accessible version

The benefits of creating a HTML version of this PDF would be:
  • A fully accessible version for all users to access
  • An easily searchable and indexable version

Burden placed on the organisation

These are technical documents and much of the information needs to be presented in tables, diagrams or mapped information. We have estimated that it would take a disproportionate amount of a content designer's time to create a HTML version of this PDF.

Contributing factors

  • Due to the nature of this content, there was a need to publish the document quickly.

Assessment

Having considered the estimated effort involved in creating an accessible version, we have concluded that the work involved would be a poor use of staff time. This represents a disproportionate burden on the organisation.
