Disproportionate burden assessment for Learn about the Levelling Up Fund - key documents

Scope

The publication of these documents is a requirement of the levelling up bid. We need to publish the official bid that we submitted to the government, hence the need to publish the pdfs.

Benefits of creating an accessible version

The benefits of creating a HTML version of this PDF would be:

• a fully accessible version for all users to access
• an easily searchable and indexable version

Burden placed on the organisation

We need to show the information in the same way it was submitted to the government - hence the need for the forms to be updated as a pdf of the official bid.

Also, information has been redacted - but we need to show that some of the information has been redacted.

Contributing factors

Other factors relevant to this decision are:

• The document is very large, and we are required to make the submission that we put to the government public - hence the need to publish it exactly as it was submitted. If we were to convert the information to a webpage we would not be able to present it in the same way it was submitted to the government. There is also information that has been redacted. We need to show that this information has been redacted, which again would be difficult to do as a webpage.
