Disproportionate burden assessment for the Inspector's Report

Scope

Publication of the Inspector's Report into the Colchester Local Plan 2017 - 2033 Section 2 is required under The Town and Country Planning (Local Planning) (England) Regulations 2012.

Benefits of creating an accessible version

The benefits of creating a HTML version of this PDF would be:

• A fully accessible version for all users to access
• An easily searchable and indexable version

Burden placed on the organisation

Creating an accessible version of the draft plan would place an additional expense on the organisation and cause a further time delay. As the report has been awaited for a number of months, it is in the best interest of all for this to be published without further delay.

Contributing factors

Due to the nature of the content, there was a need to publish the document quickly.

Assessment

Having considered the estimated effort involved in creating an accessible version, along with the delay in publishing this will cause, we have concluded that the work involved would be a poor use of staff time. This represents a disproportionate burden on the organisation.
