Disproportionate burden assessment for the Income and Debt Policy

Scope

Income and Debt Policy provides customers/debtors with details of our debt recovery processes. For Council Tax, Business Rates, Housing Benefit overpayments, former tenant arrears, BID Levy, sundry debts. This includes billing arrangements, methods of payment, recovery of unpaid debts. Debt advice, vulnerable customers, Breathing Space.

Benefits of creating an accessible version

The benefits of creating a HTML version of this PDF would be:
  • a fully accessible version for all users to access
  • an easily searchable and indexable version
  • access to a policy to assist with payment of debts collected by the council and improve income.

Burden placed on the organisation

It would take a disproportionate amount of a content designer's time to create a html version of this PDF.

Contributing factors

  • We will always provide any customer access to this information if it is requested. 

Assessment

Having considered the estimated effort involved in creating an accessible version, along with accessible versions available on request, we have concluded that the work involved would be a poor use of staff time. This represents a disproportionate burden on the organisation.
