Disproportionate burden assessment for The Housing Revenue Business Plan
ScopeThe Housing Revenue Business Plan sets out the Council's plans for delivery of services to tenants and leaseholders over the next 30 years. The HRA Business Plan demonstrates how the Council with Colchester Borough Homes will maintain our existing homes to the Colchester Standard to ensure properties are well maintained, well insulated, have efficient heating and are safe to live in. As well as setting out plans for existing stock the plan also covers how working with our partners the Council will increase the housing supply by building new homes and acquiring properties in the city. The plan will be of interest to existing tenants and leaseholders and potential tenants and leaseholders.
Benefits of creating an accessible versionThe benefits of creating a HTML version of this PDF would be:
- A fully accessible version for all users to access
- An easily searchable and indexable version
Burden placed on the organisationWe've estimated that it would take around 3 weeks of a content designer's time to create a HTML version of this PDF. There are a number of tables and charts in the report with detailed financial forecasts which would be difficult to convert to an accessible version placing a disproportionate burden on the organisation.
Contributing factorsOther factors relevant to this decision are:
- Interest in the document is likely to be limited to existing Tenants and Leaseholders of CBC.
- We have never received a request for an accessible version of the document.
- We will continue to assist with accessible versions on request.
Having considered the estimated effort involved in creating a HTML version, the limited demand, and that we have never received a request for an accessible version, this document will be placed on the website as a PDF. We have concluded that the work involved in creating a HTML version would be a poor use of staff time and represents a disproportionate burden on the organisation.
