Disproportionate burden assessment for the Housing Repairs and Maintenance Policy

Scope

The primary purpose of publishing the policy is to ensure that customers and staff are aware, understand and are equipped with information to deliver the requirements of the repairs service.

We are committed to delivering a good-quality, modern and effective repairs service and to providing homes that are comfortable, maintained and safe for people to live in.

Colchester Borough Homes and ourselves have a statutory duty to undertake repairs. The policy sets out the landlords obligation to carry out repairs, covering the structure of the property and installations for the supply of utilities to maintain the property in good order.

The policy aims to provide tenants with information about responsibilities for repairs within their home and sets standards for completion of works where they are required to be repaired by the landlord. We aim to provide a prudent and transparent approach to repairs and maintenance of homes and communal areas.

  • A fully accessible version for all users to access
  • An easily searchable and indexable version

Burden placed on the organisation

It would take a disproportionate amount of a content designer's time to create an HTML version of this PDF.

Contributing factors

  • Interest in the document is likely to be low as people will generally only refer to it if they are not satisfied with the repairs service they have received.
  • We have never received a request for an accessible version of the document and will continue to assist with accessible versions on request.
  • There was a need to publish the document quickly due to revisions taking affect from 01 April 2024.

Assessment

Having considered the estimated effort involved in creating a HTML version, along with the relatively low estimated demand, we have concluded that the work involved would be a poor use of staff time. This represents a disproportionate burden on the organisation.
