Disproportionate burden assessment for the Financial Assistance Policy

Scope

Publishing this policy is a legal requirement under The Housing Grants, Construction and Regeneration Act 1996 and The Regulatory Reform (Housing Assistance) (England and Wales) Order 2002.

Benefits of creating an accessible version

The benefits of creating a HTML version of this PDF would be:
  • A fully accessible version for all users to access.
  • An easily searchable and indexable version.
  • This policy and the legislation behind it exists to support disabled and vulnerable people in applying for Disabled Facilities Grants.

Burden placed on the organisation

We have estimated that it would take a disproportionate amount of a content designer's time to create a HTML version of these PDFs.

Contributing factors

Other factors relevant to this decision are:
  • If this policy is not in an accessible format, some applicants may not be able to access and consider its content, and given the policy exists to support disabled people, this may be challenged.

Assessment

Many authorities upload their policy as a PDF and this is generally accepted witha disproportionate burden assessment. However, everything about this policy exists to support disabled people. Although it will take a considerable amount of time to convert the document into html, this represents a disproportionate burden and for now we will keep the PDF up and offer to send in another format if and when requested.
