Disproportionate burden assessment for family friendly HR policies

Scope

Provide details to prospective job applicants on what the council can offer as part of their terms and conditions under the family friendly umbrella. To support the #Publish Parental Leave Campaign.

Benefits of creating an accessible version

The benefits of creating a HTML version of this PDF would be:
  • a fully accessible version for all users to access
  • an easily searchable and indexable version

Burden placed on the organisation

There are 12 policies, in varying lengths which would require a HTML format. The information by its nature is very detailed. Due to employment legislation and/or best practice, the policies require updating regularly.

Contributing factors

  • The web page provides an overview of each of the policies.
  • The policies require updating on a regular basis.
  • Interest in the policies may be low unless potential applicants have this as a deciding factor in working for the council.
  • We have never received a request for an accessible version of the policies and will continue to assist with accessible versions on request.

Assessment

After taking into consideration the need to publish these documents, the importance of having up-to-date information on the website and the number of pages within each document, this would make converting it into HTML a long process, we have decided to publish these documents as a PDF. This represents a disproportionate burden on the organisation.
