Disproportionate burden assessment for the Colchester Draft Recycling and Waste Strategy 2025-2040

Scope

The full draft recycling and waste strategy for Colchester, as modelled and developed by consultants and the council. It sets out the plan for the next 15 years, explaining the context of the need to create the strategy, how we perform, the vision and how the strategy will be delivered. The strategy will impact all residents.

Benefits of creating an accessible version

The benefits of creating a HTML version of this PDF would be:
  • lots of details and context of the need for the strategy and how it will be delivered. This information will give residents lots of information to inform their feedback to the consultation.
  • A fully accessible version for all users to access
  • An easily searchable and indexable version

Burden placed on the organisation

To recreate the full document in an accessible online version would be far too much to achieve the desired outcome and it is unlikely that most residents will want to read the 30 page document or require the level of detail provided within it, especially as the document has been summarised into more accessible versions online.

Contributing factors

  • The document is 30 pages long and is likely to go into more detail than most residents need to actively participate in the consultation. A summarised version of the strategy is provided online, and each section of the consultation provides sufficient information to enable the resident to participate in the consultation.

Assessment

Due to the complexity of the information and details within the 30 page report, it is recommended that this remain as a PDF, with accessible summarised versions of the strategy, appropriate for most residents provided online.
