• An easily searchable and indexable version

We have estimated that it would take a disproportionate amount of a content designers time to create a HTML version of this PDF.

Contributing factors

• Interest in the documents is likely to be limited and it is likely to be a small number of people interested in the site information in this much detail.
• An overview of each site is provided as accessible web pages and action plans are displayed in print on site notice boards.
• These documents are updated and changed annually.

Assessment

Having considered the estimated work involved in creating an accessible version, along with the low estimated demand, we have concluded that the work involved would take a considerable amount of staff time. This represents a disproportionate burden on the organisation.
