Disproportionate burden assessment for the Business Continuity Strategy
Scope
The Business Continuity Strategy sets out our aim to support the council in anticipating risks for the purpose of mitigating them and having flexible plans in place, which are already tested, to minimise disruption when unplanned events significantly interrupt normal business.
Benefits of creating an accessible version
The benefits of creating a HTML version of this PDF would be:
- A fully accessible version for all users to access
- An easily searchable and indexable version
Burden placed on the organisation
The council's ethical and corporate governance framework is made up of multiple discrete polices and procedure rules which change regularly. We have never received a request for an accessible version of the document. We have estimated that it would take around 4 weeks of a content designer's time to create a HTML version of these PDFs.
Contributing factors
The cost and time of changing all the policies into an accessible format would be outweighed by the numbers of members of the public who would require access to it.
Assessment
Having considered the estimated effort involved in creating an accessible version along with the relatively low estimated demand, we have concluded that the work involved would be an inappropriate use of staff time. This represents a disproportionate burden on the organisation.
