It's a legal requirement to publish Annual Governance Statement.

Benefits of creating an accessible version

The benefits of creating a HTML version of this PDF would be:

• A fully accessible version for all users to access
• An easily searchable and indexable version

Burden placed on the organisation

The time spent on creating an accessible version is not proportionate to the amount of interest there is in the document.

Contributing factors

Other factors relevant to this decision are:

• Interest in the document is likely to be low as it is forms part of the corporate assurance process.
• We have never received a request for an accessible version of the document.
• We will continue to assist with accessible versions on request.

Assessment

Based on the assumption of a very small readership, on the basis of it being a technical document used for assurance purposes, it should continue to be uploaded as a PDF.
