Disproportionate burden assessment for the Biodiversity Supplementary Planning Documents (SPD)

Scope

The Local Plan Committee has adopted the Biodiversity Supplementary Planning Document (SPD). It is a material consideration and needs to be available for the public to view. It is a statutory requirement to publish an adoption statement on the council's website and good practice to publish the SEA/HRA screening determination for transparency.

Benefits of creating an accessible version

The benefits of creating a HTML version of this PDF would be:
  • A fully accessible version for all users to access
  • An easily searchable and indexable version

Burden placed on the organisation

We have estimated that it would take a disproportionate amount of a content designer's time to create a HTML version of these PDFs.

Contributing factors

Other factors relevant to this decision are:
  • The draft SPD was available in a HTML format through the council's online consultation portal.
  • We will continue to assist with accessible versions on request.

Assessment

Having considered the estimated effort involved in creating an accessible version, along with the low estimated demand, we have concluded that the work involved would be a poor use of staff time. This represents a disproportionate burden on the organisation.
