Licensing Act 2003 and Colchester's Licensing Policy
The new licensing legislation represents a fundamental change in the way premises are licensed for the sale of liquor and for public entertainment. Colchester Borough Council has produced a Licensing Policy document which provides guidance to applicants, and sets out the authoritiy's approach to administering the Act.

Taxi and Private Hire Licensing

There are two types of licenses issued by Colchester Borough Council that allow vehicles to be lawfully used for hire by the public:

  • Hackney Carriages ("taxis") which can be available for hire at a taxi rank and ply for hire in the street. The Council controls the number of taxi vehicle licences it issues.
  • Private Hire Vehicles ("cabs") which must be pre-booked by telephone or in person at the operating centre.

The purpose of licensing taxis and private hire vehicles is to achieve the safety, convenience and comfort of passengers.
