The overall strategy of Colchester's local plan is to promote sustainability, based on mixed-use developments, and urban regeneration from the re-use of 'brownfield' sites. In addition, the plan also seeks to promote the local economy, protect and improve both the natural and built environments, and support local communities.
The Hythe area of East Colchester is highlighted in the local plan as a priority area for environmental, economic, and social regeneration. Its problems have resulted from the severe economic downturn of Colchester port, leading to its eventual closure and the loss of many traditional local businesses associated with it. The local environment has also degenerated badly as a result, with large areas of vacant, derelict, and polluted land. The river itself is also becoming badly silted and is virtually unused.
These challenges provide a huge opportunity to create an exciting new waterside neighbourhood offering homes, facilities and jobs to existing and future residents.
East Colchester contains three of the Boroughs four Wards with the highest levels of deprivation. The impact of this deprivation is clearly seen in the high levels of health, social and economic inequality.
In line with the desires of the partners of Colchester 2020, new developments in East Colchester will be vibrant and exciting making the most of architecture and urban design.
