Scope

Publication of Board Meeting Minutes is a central government requirement for Town Deal.

The benefits of creating an HTML version of this PDF would be:

• Users who are unable to engage as effectively with PDF format as with other formats might find the content useful

Burden placed on the organisation 

The Town Deal team has limited resources; the content is not exclusively of interest to users with a disability; other engagement activity outside of website publications aims to engage effectively with interested disabled groups and individuals; the document is of most interest to Officers, Councillors and government; limited numbers of people may wish to view the document.

Contributing factors

Other factors relevant to this decision are:

• For ease of securing the documents as view only, they are converted from Power Point, Word etc into PDF
• The content also contains a high proportion of photos and graphics

Assessment

The content could be made into a webpage but consideration should be given to the fact that a high proportion of the content is photos and images, alongside the potential viewing numbers this represents a disproportionate burden on the organisation.
