Travel Concessions

Colchester's travel concessions scheme helps elderly and disabled people to travel more cheaply on buses. The information below tells you how the scheme works. If you think you may qualify, please ask us for an application form (It has been updated with effect from 4th August 2008).

Q: Who can apply for a travel concession?

You can apply if you normally live in the Colchester Borough Council area and are aged 60 or over. You may also qualify if you are a disabled adult under these ages and have either:
  • A physical disability which makes it difficult for you to walk
  • Learning difficulties
  • You are deaf or without speech
  • Very poor eyesight
  • You cannot use your arms because of an injury or illness
  • You have had your driving licence refused or taken away because of a disability.

We will need proof of your disability. Please see application form for details.

You can also apply for a special pass if you regularly need to have help using a bus. This "companion" pass means that any helper travelling with you will travel free. The cost of the companion pass is £30 for the year ending 31 March 2009, so you will need to ask us for the correct amount payable if you apply during the year. Your doctor will need to confirm that you need this help.

This pass will entitle your companion to travel free on any local journeys starting in the Colchester, Braintree, Maldon and Tendring areas.  Outside these areas you can travel for free but your companion must pay.

Q: What travel concession am I entitled to if I am a senior citizen?

Under the Transport Acts every local resident aged 60 or over is entitled to receive a free bus pass for free travel in England (including London).  This is the National Travel Concession scheme. For local services in the Colchester district, you can use your bus pass between 9.00am and midnight weekdays, and all day at weekends. For the rest of England, the operational hours are 9.30am to 11pm weekdays and all day at weekends.

Q: Is there an alternative to a bus pass?

Travel tokens are a good choice for you if you find it difficult to use buses. All local taxi firms are required to accept tokens, so you can use them to pay for local taxi fares.

You can also use travel tokens to pay your fare on the Colchester Community Transport cars, as well as all local buses.

The cost is £12 for the full year up to 31 March 2009. We will reduce the charges every month after April so please ask us for the current amount payable if you join during the year. You are issued travel tokens worth £48 for the year. You pay the full fare for each journey - but you decide whether to use your tokens or pay cash. You can use your tokens on all local services at any time and for local taxi journeys (please see question above).

Please note that we issue tokens for the number of months left between the date you apply and the next 31 March. We do not replace lost tokens. If you no longer need your tokens, please return them to us.

General Conditions

  • When you use your pass or tokens, you must show your pass or authorisation card to the driver if requested.
  • Do not give your pass or tokens to anyone else to use.
  • Please tell us if you move house or change your name; or if anything else changes that might affect your right to a travel concession.
  • You can replace a pass or authorisation card you lose by paying £6. See "What if I lose my bus pass" below.

Q: What travel concessions am I entitled to if I am a disabled person?

Disabled people who have mobility problems can apply for the same travel concession as a senior citizen for services within the area that he/she lives. If they suit you better, you can choose travel tokens instead. You can bring in proof that you are receiving Disabled Living Allowance at the higher rate for mobility or that the Driving and Vehicle Licensing Agency (DVLA) has refused to grant you a driving licence on medical grounds. Alternatively, you will need to ask your Doctor to complete the certificate on the form.

Q: What if I change my mind about my travel concession?

You can change from one type of concession to another when you renew your pass without any charge, but if you want to change during the year, there is a small fee.

Q: How can I apply for a travel concession?
Date Published: 9 April 2008

Once you have completed the form, please bring it to : Customer Service Centre, High Street, Colchester CO1 1FP between 8.30am and 5.30pm Monday to Friday.  You can also post your application to Financial Services at the address shown on the application form. You will need to provide:

If you are aged over 60 years:

  • A letter from the pension service or other proof of how old you are (such as birth certificate, passport or driving licence)  
  • 1 passport style photograph
  • Proof of your address.
  • The amount that you are paying (if you are applying for travel tokens).

If you are a disabled person:

  • A certificate supplied by your doctor or proof that you are receiving Disabled Living Allowance at the higher rate or proof that the DVLA has refused to issue you a driving license.
  • 1 passport style photograph
  • Proof of your address.
  • The amount you are paying (if you are applying for travel tokens).

You can collect your travel tokens at once. Free bus passes are now in a plastic format and will be posted to you within 7-10 working days of receipt of your application.

Your bus pass will be valid for 5 years.

Q: How do I get a travel concession application form?

Once you have selected the form, it will open in a new window. You can then click on the printer icon to print off the form and fill it in.

Please note: In the Colchester area, you can use your bus pass between 9.00am and midnight on weekdays, but anywhere else you may only be able to travel free on weekdays between 9.30am and 11pm, as these are the hours for the national scheme.

Q: What if I lose my bus pass?

Please check with the bus company that you last used to see if it has been handed in. Otherwise, we can issue a new pass for you at a cost of £6. You will need to send or bring your payment to us or telephone 01206 282329.  This will take 7-10 days to reach you after we have received your fee.

Q: Can I get a rail travel concession?

You can also get a Senior Railcard from us at a special low rate of £20.00. (They normally cost £24). These allow 1/3 off most off peak rail fares (check leaflet for more information). You qualify if you are 60 or over and live in the Colchester Borough Council area. When you apply, please show us proof of your age and address or an old railcard. You can get leaflets and applications forms from any railway station or from Customer Service Centre, Angel Court.
