Tiptree Jam Factory Plan Consultation (Regulation 25)
Wilkin and Son has presented proposals to the Borough Council for a new factory and enabling residential development.

Regulation 25 Consultation
Wilkin and Son has presented proposals to the Borough Council for a new factory and enabling residential development. The Council has agreed to the following process for considering these plans:
The preparation of a plan which, if adopted, would become part of the Council's Local Development Framework and would vary the current adopted policies for Tiptree to allow for development outside the existing settlement boundary.
Consideration of three related planning applications:
- Redevelopment of existing factory site for residential purposes
- New Factory on land allocated for employment
- Residential development of land to the north east of Factory Hill, new visitors centre and club house, public open space, allotments and woodland
Wilkin and Sons carried out a public consultation in the summer on their proposals, and you may have responded to that consultation at the time. This letter is to invite you to make any further comments you may have directly to the Council rather than the developer on the proposed Tiptree Jam Factory Plan and the overall principles of the development proposed. The Council will then consider the comments received from all phases of consultation as well as a Sustainability Appraisal of the proposal and a range of studies on impacts. If supported by this evidence, the Council will develop a final version of a Tiptree Jam Factory Plan which will be published for consultation and then submitted to the Government, who will appoint an Inspector to hold a public examination on the plan. The Council will also consult separately on any planning applications received.
The consultation period runs from 21st November 2011 to 9th January 2012. You are invited to view the proposals at drop-in sessions to be held at Tiptree Community Centre on the following dates:
- Tuesday, 29th November, 4-9 pm
- Thursday, 8th December 4-9 pm
Copies of the document and response forms were made available at Colchester Borough Council Customer Service Centre, High Street, Colchester between 8:30 am and 5:30 pm (Monday to Friday) and Colchester Town Centre and Tiptree Libraries during normal opening hours.
