The Local Government Act 2000 gives the full Council responsibility for approving the policy framework and the budget. The key statutory elements of the council's framework are the Community Strategy, Crime and Disorder Reduction Strategy, Local Transport Plan, the Local Plan and Licensing. A range of other plans and strategies are included in the council's policy framework, either by government recommendation or as a matter of local choice.
