House to House Collections Licence

Licence Summary

To carry out house-to-house collections for charitable purposes in England you need a licence from the local authority.

The House to House Collections Act 1939 requires that a permit is obtained to collect money or articles for charitable purposes on a door to door basis.

Criteria

Applications must be in the form prescribed by Colchester Borough Council.

You must be a fit and proper person.

Only registered charities may apply for and use House to House Collection Licences. 

 
            FeeThere is no fee for a House to House Collections Licence.

The target completion period for a House to House Collections Licence application is 28 days. 

Will Tacit Consent Apply?

Yes. If Colchester Borough Council does not respond to an notification within the target completion period shown above (or following an extension), the authorisation will be deemed to have been granted tacitly unless different arrangements are in place that are justified by an Overriding Reason of Public Interest.

You have the right to appeal to the Minister for the Cabinet Office.

Appeals must be lodged within 14 days of the refusal.
